Why does my basement flood every spring?

Usually surface water rather than groundwater: grading that slopes toward the house, downspouts discharging next to the foundation, or a clogged weeping tile. The fix is normally drainage and grading, not waterproofing the inside.

What is a French drain and when do I need one?

A gravel-filled trench with perforated pipe that collects water and moves it away from the building. It is the usual answer when water collects against a foundation or in a low area of the yard that will not dry out.

When is the right time of year for sod or lawn restoration?

Spring and early autumn, when soil temperatures support root establishment and the lawn is not fighting summer heat. Mid-summer installation is possible but needs far more watering to survive.

Do retaining walls need engineering?

Above a certain height they do, and the threshold is set by your municipality. Low garden walls generally do not; anything holding back a meaningful slope, or supporting a driveway or structure above, does.
